तस्मात नित्योत्थितो राजा कुर्यादर्थानुशासनम् ।
अर्थस्य मूलम् उत्थानम् अनर्थस्य विपर्ययः ॥
अनुत्थाने ध्रुवो नाशः प्राप्तस्यानागतश्च ।
प्राप्यते फलं उत्थानाल्लभते चार्थसंपदम् ॥
Translation:
Ever active in the management of the economy, because the root of wealth is economic activity; inactivity brings material distress. Without an active policy, both current prosperity and future gains are destroyed. (1.19.35, 36)

॥ॐ श्रीगणेशाय नमः ॥
चाणक्यश्रेयिका — चाणक्यश्रेयिकायाः युष्माकं स्वागतम्।
अधुना वयं पश्यामः यत् अर्थानुशासनं कथं कर्तव्यम्? किमर्थं कर्तव्यं वयम्?
अर्थानुशासनम् इति पदस्य विवेचनम् — अर्थस्य अनुशासनम्, अर्थस्य विवेकपूर्ण-
संयोजनम्इति ज्ञातव्यम्।
मनुष्यैः स्वार्थानुशासनं कर्तव्यम्, यत् तस्य महत् धनं लघ्वपि च। अर्थस्य अनुशासनं न कर्तव्यम् तदा अर्थस्य अनर्थः भविष्यति। स्वार्थस्य नाशः भवेत्।
एतत् व्याख्यायाः अहं लेखकः अस्मि इति सम्बन्धेन अहं अस्माकं निवेदनं करोमि — स्वधनस्य आधिपत्यं स्वीकरोतु । तत् धनस्य योजनया उपयोगः कर्तव्यः वयम्।
धनस्य उपयोगं वर्जयम् इति अर्थानुशासनस्य प्रयोजनं नास्ति इति स्मर्तव्यम्। धनस्य सम्म्, धर्माचरणम्, कामार्थसाधनम् इति धनस्य खलु प्रयोजनम्।
जीवने अर्थस्य महत्त्वम् अधिकं भवति आधुनिककाले। अर्थस्य साधनम्, अर्थस्य
संयोजनम्
युवा अवस्थायामेव कर्तव्यम्।
अर्थस्य महत्त्वं ज्ञातुं सहजम् अस्ति, नास्ति कठिनम्। सर्वे कर्माणि पूज्याः सन्ति। धनम् अपि पूज्यं भवति।
युवा छात्राः एतत् बोधव्यं यत् मातापित्र्योः धनम् अपि पूज्यम्। न व्यर्थं तत् योजनीयम्।
एतत् सर्वं सत्यमेव गृह्यताम् — कामस्य, धर्मस्य अनुसारेण च।
अर्थानुशासनस्य स्वाध्यायं करोतु। अर्थनिमित्ताय स्वयंप्रकाशी भवतु।
अथ सारः —
यः सम्राटः स्वशस्त्रस्य विषये सुज्ञानं नास्ति, सः व्यर्थः, सः हतः अस्ति।
तस्य शस्त्रम् अपि निरर्थकम्। इति सर्वं व्यर्थम्, सर्वम् अनर्थम्।।
Artha — Welcome back to another byte of wisdom from Chanakya's Arthashastra.
Today, we will see how any human being—be it of any shape, size, gender, age, or race—should look at finances, or in a broader way, let’s call it money. There’s a saying: “wealth is not what is with you but something which is within you.”
In the last part of Chanakyashreyika, we saw what artha meant. Well, here in this verse, Acharya Chanakya says that by following Arthanushasanam, which means proper administration over your money, one sustains wealth.
No matter how much you earn—in thousands, lakhs, crores, or beyond—if the king (you) cannot plan your wealth’s flow, it will become anartha. The wealth will become stagnant and eventually exhausted. As the commentator upon this, I humbly request the youth like me to become ‘money conscious.’ Think about how you can create wealth, how you can multiply it, learn from elders and experts, where to invest, and how to save.
Planning finances doesn’t really mean not spending. In fact, Acharya Chanakya has said to keep it in flow. Think about how you spend and what you can save. Every rupee counts—especially for those who worship work.
For young students now, parents' wealth is becoming worthless due to easy availability. I think it is not that hard to acknowledge the worth of earned material, and youth should respect hard-earned money, whether it be their own or their parents’.
This is all said considering small desires, harmless wishes, and aspirations of material gain at any age. So remember and plan whatever amount of money you have with you now. Students should be taught money management; if no institute teaches it, learn it yourself. Don’t wait.
Having money and not following Arthanushasanam is like a king having the best curated sword but not learning to use it. Such a king loses wars, the kingdom, and the sword also loses its rigour and sharpness.
